That's clearly voter suppression. How can the illegal aliens vote if they can't get in the country?
Perhaps you can clear up a small confusion on my part. The article says the decline in apprehensions this year is 11% greater than the decline in apprehensions last year in the same time period. If there was a decline in apprehensions last year, as the article states, then how were there a record number of illegal crossings that necessitated the threat of tariffs?

We’ll just disagree about the tariffs. But that doesn’t answer the question. If apprehensions were declining in 2018 how was there supposed to be record in border crossings? How can there be a record increase when the government’s own data say the numbers were declining?
