Mattis cannot be formally nominated without a waiver from the law which states a retired senior officer must be away from the military for 7 years before being able to be nominated for these type positions. The Congress can pass a waiver to the law now but Obama probably won't sign it. Trump has to wait until January 20 before nominating him after the Congress passes the waiver and President Trump signs it. The waiver has to be signed into law before the official nomination can be submitted. This is how is was explained to me, but, I heard that on TV so its veracity could be in doubt.

I'm mainly excited about a guy who seems to want to avoid conflicts but once in them wants to win them decisively and knows how to do that.
Me smellamus a trollamus on that one; it doesn't take an IQ of 27 to know the answer.
