As an elected official pandering for votes, he probably does. The main thing here is you, I, and everyone else with an IQ over 80 clearly recognized these as pins not medals
If only he was a often photographed public figure we wouldn't have to guess at it.
I am not in the habit of closely examining the medals on someone's dress uniform to make sure they aren't pins from the Israeli traffic cop acadamy.

There are sheriffs and police chiefs across the country that look like Mexican generals. You can admit his uniform bothers you because he's blatantly conservative. I don't like him either, but the uniform crap really is just yapping at passing cars.
At least they earned the medals they are wearing.
I don't like Clarke because of his record of torturing inmates, but the uniform thing is just a very succinct illustration of what a shithead he is.
Again, does he claim he's earned something he hasn't? Has he pointed to each and told the public what they are? Do you know what they are? Did you ever really even think about his uniform before Charles Clymer's Twitter rant appeared on Daily Kos?
I agree he's a shithead, but let's not let his uniform distract from the real problems with him.
I don't know if he's doing it to mislead people or just because he feels to wear something a group gave him for promotional purposes.
Personally, I don't think LEO's should style their attire after military in the first place.

Again, no. Traditionally, you could assume that when people wear medals on their dress uniform that they earned it, therefore you don't really have to think about it. Thats the whole point. Do I have to closely inspect the medals on every uniform now to make sure that people aren't blowing smoke up my ass?
If you are able to find any citation that he claims what he wears on his uniform represents things he's earned, lemme know. I'd be interested in reading it. I see some organization pins, a small badge with a black band that says 9 11 (honoring the death of officers), some flag stuff, a black ribbon with a blue stripe (again honoring officers killed in the line of duty), and a pin that clearly says "ceasefire." Not really that strange to see that stuff on the dress uniform of the head of a department, as illustrated with the other pictures I posted. I've seen worse in person.
