It doesn't change much for the Ukrainians. It signals that Russia is concerned we might ship patriot batteries which could take out thier cruise missiles. Past that the war hasn't changed for those on the recieving end.

It also serves as a warning. This is a weapon we can't intercept, so involvement in the war means our ships and bases become legitimate targets that we can't reliably protect. We have a significant technological superiority over Russia, but this demonstrates that that superiority wouldn't be absolute.

More concerning to me is the part of the article about China. Perhaps everyone knew about that but I admittedly have ignored most news sources for the last two years.
