The Posse Comitatus Act limits the use of US troops on domestic soil and forbids them from enforcing domestic laws. The president, as commander in chief, can send US troops if there is an insurrection or invasion on US soil. The caravan encompassing foreigners attempting to enter the US from a foreign country qualifies as an invasion. It would be no different that the Mexican Army crossing the Rio Grande and invading the US.
The President also has the authority to shut down the border and prevent any and all aliens from entry into the US. See 8 USC 1182(f).
Whenever the President finds that the entry of any aliens or of any class of aliens into the United States would be detrimental to the interests of the United States, he may by proclamation, and for such period as he shall deem necessary, suspend the entry of all aliens or any class of aliens as immigrants or nonimmigrants, or impose on the entry of aliens any restrictions he may deem to be appropriate. ...

The Posse Comitatus Act also doesn't apply to the Army or Air National Guards working in support of federal and local law enforcement in their home state or in any other state if approved by the governor. The Coast Guard is exempt as well.
