All judicial appointments, cabinet secretaries, Ambassadors, lesser appointments below agency secretaries, treaties and other things have to go through the Senate for confirmation/approval. The House plays no role.
Since there is in essence gridlock in the Congress, Presidents are issuing EOs (versus signing legislation) which ultimately are decided by the courts. Whomever controls the courts controls the agenda.
By 2040, the author submits, that the majority of the population and most liberals will live in 15 blue states. The remaining 35 states will be red states. That means 30 Senators will come from the blue states but 70 will come from red states. 70 Senators can control virtually anything through their judicial and other confirmations. The House would be almost irrelevant as would a president not supportive of the 70 red state Senators.
