i think 2001 is referring to the AP’s use of adjectives when describing the budget

the obama budgets appear to be portrayed in a much more positive and favorable light than the trump budget

with spending that while it does increase does not appear to do so exhorbanantely

which of those budgets passed and how did those proposals compare to what just did?
