Exactly. Lure the opponent into sanctioning the investigation under the guise of something that, even if true, is not illegal to guarantee acceptance. Make sure the opponent includes language to broaden investigation at will. Load investagatory staff with partisans. Little regard to uncovering crimes that have already been committed when you can generate crimes as you go.
