Dumbest idea since the last time they thought throwing money at a problem would solve the issues. Those places are corrupt and deficient of working police forces so what are you going to do? Build walled cities to keep the law abiding citizens in. What a waste of taxpayers money......oh and you notice how much the UN is willing to kick in.
Better idea; train the military aged men to carry weapons and fight back. Just train them up to run the country as a military junta. Even if the money provides jobs and security they are still going to breed like rabbits and outstrip whatever government services that could possibly be provided with more jobs and upward mobility provided by a better economy. With the exception of Columbia (which was a huge giant bloody slog) name one country in CA or SA that is better off now then they were 10, 20 or 30 years ago. Just like Africa, no amount of money will reverse ignorance, despots and the victimhood mentality.
Of all the things this administration has does this is by far the dumbest thing they are promulgating. Really is a pisser.
