You'd think there would be plenty of money for many programs if the waste, fraud and abuse was removed.
I get calls several times a month from Medicare companies wanting me to get my "free or almost free" knee or back brace. I talked with one person a year or two ago about this. I asked what it would cost Medicare for a knee brace and was told $650. I can buy top of the line ones on Amazon for less than $200.

Yes. It has been an issue in the home care industry for quite some time. Unions are pretty slimy entities. They'll do anything to get money.
