Measuring Conference Strength

Ive seen posts like this in several threads thought I would try to start some discussion in its own thread. B12 is widely thought of as a weak fb and strong bb conference. Yet had a pretty strong bowl season and it appears a poor tournament record. If bowls and tournament seasons are not indicative of conference strength, how should conferences be measured?
