Here's where I blame our generation. When we were in school (HS and below) or out in society and did something wrong we were punished then and there and again when we got home. Upon becoming adults, when our kids did something wrong or got their feelings hurt, we decided to sue the schools or other entities and hamstring the authorities to where they couldn't punish our kids. It's led to many of the problems we are seeing now. Many of us reared our kids similarly to the way we were reared. However, many of our peers didn't and defaulted to blaming the authorities or giving the kids $20 and telling them to go away. Those kids have grown up continuing the practice of blaming/hamstringing the authorities.

This is a generalization but things changed in the 60's and 70's.
