OLC memo specifically precludes charging of a sitting President. Mueller is by the book. If AG Barr wanted Mueller to make a prosecutorial declination he should have lifted the guidelines or the President himself could have. They didn’t.I'm having trouble with the lingo here. Either there is and the charges are recommended, or there isn't and they aren't. What Mueller thinks happened (or has confidence in) should be absolutely irrelevant. In fact, his job is explicitly not to guess or estimate what he thinks happened, but rather follow the evidence and determine what can be proven. Heck, if I was Grassley or one of the other Repubs, I'd subpoena him and ask one question: "After two years of investigation, did you find enough evidence to recommend the DA file any charges against Donald Trump?" This is a yes/no answer. If he says, yes, then you ask why that wasn't in the report. If he says, no, then you are done. Everything else is word salad meant to confuse and muddle the issue.
