An election commission found that she filed joint tax returns in Minnesota for two years with a man that wasn't her legal husband. She was confused enough to not know who she was legally married to so it isn't a stretch to think that one of those guys might be her brother.

Consanguineous marriage is fairly common in some cultures, especially in the Middle East and North Africa. It's difficult to know the incidence of brother sister marriage as a subset because there isn't much information in the breakdown of the familial relation. But yes, it's probably not common because brother sister marriage isn't viewed as culturally acceptable like cousin marriage.
All that said, the "rumor" is that she married "her brother" so he could immigrate to the US to attend college, not to have an actual consanguineous marriage.
