You first have to reduce the power of the political offices. Power is magnetic to corrupt people, whether those people are the politicians themselves or the powerful and sneaky people that seek favors from them.

You can't be for a strong central government and then act shocked when corruption comes to those offices.

Plenty of corruption at state and local levels as well. If the power filters down to those levels, so will the increased corruption.

The government has to be opaque.

Classified info needs to be reworked, it's a tool to cover impropriety now instead of state secrets.

It will still be weaker though. There is no way that being the governor or speaker of the house in Oklahoma, Alabama or 80% of the other states will ever have the kind of power that the POTUS has today.
