2) A specific and ambitious space plan. Lunar base, Mars trip and a plan for an interstellar probe to the nearest "like earth"

3) No worries about the debt. Its comical and how many smart people worry about it. We owe the "debt" to ourselves. We have never paid off the debt from the civil war and never will.

4) Allow American companies to repatriate their cash from overseas tax free (2 trillion dollars) .

That would be a start.

Find Corp sponsors to partner with, i.e. naming rights... The Capital One Bank computer lab at inner city school XYZ to defray costs.

Obtain ongoing commitments for aid in upkeep.

Set endowment goals and partner in fundraising to reach them.
