How can a state prosecutor charge someone with a federal crime?

Kasavubu used such tactics along with the raid on Mar-A-Lago. I never dreamed I'd see such actions in the U. S.
The only thing that I can think of is maybe NY has some sort of statute that makes it illegal to violate federal election law. On the other hand, Trump was never a candidate in a state election, and Congress has clearly “occupied the field” with regard to federal elections (see link). Hell, he was never technically a candidate in a federal election - the electors were (remember all the REEEEEE!!!!ing in November 2016 that the electors should change their votes?).
The legal theory is available for SCOTUS to kick this whole asinine shitshow to the curb. They just need to nut up and do it.
