A common way of prosecuting a tax evasion cases (at least a common form of some of the evidence) is evidence of profligate personal spending beyond the means of your actually reported income.

It's not imaginary money or something stashed overseas beyond U.S. jurisdiction. He was using that $ right here, as income.

Bring it in and spend it, it's income. Leave it where you earned it overseas and it has no connection to the U.S. I would question if it's taxable by the u.s. givernment. (That's a totally uninformed opinion.)
