DEFCONs are pushed largely by military intelligence. It could just be that the military intelligence community agrees and forecasts that Russia and the US are going to normalize their relationships. However the move to the permanent DEFCON 4 was pushed by the Terrorism threat not Russia. If the US is going back to DEFCON 5 it means that the intelligence community also does not anticipate a heightened terror threat in the US and Canada as well. Or it is a move to have the military back away from terrorism response. It would be hugely significant as the US has not sniffed DEFCON 5 since 9/11, and has huge implications for the military.
