There have been talks about how certain programs have continued to stockpile top end talent with the current scholarship restrictions and how RTC's play into those.

Highlights for those who didn't listen/watch:

Starting at 11:50, CP talks about coaches cheating. CP says he wants to report on it and do coverage on it, but the coaches and athletes are not willing to put their name out there and be a whistleblower. He mentions hearing stories about loan forgiveness through RTCs, 100% scholarship through camps. He's hearing this from D1 coaches who could be hearing this from recruits.

At 13:10 Willie jumps in and says that they're starting to get incrementally more data points and coaches approaching them and saying that this type of stuff is occurring. He follows by saying that the difficulty as a journalist on this is that they keep hearing more things, and it sounds like a situation with where there is smoke there is fire, but no one is going on record and coming out with hard evidence.

14:40 CP & Willie mention that there could also be unintended consequences if cheating is exposed (RTCs paying for scholarships or loan reimbursement, such as shutting down all the RTCs on campus.

They end by saying it seems like it's only a matter of time before someone comes out and exposes what's going on.

I listened to that and they brought up some thing I never thought of.

I'm honestly surprised the NCAA allows RTCs to be so closely affiliated with the schools. I have no idea what schools are doing what but RTCs allow for a lot of grey areas that can be taken advantage of.

I also don't understand how there is this much money to dump into RTCs.

This RTC stuff would explain a lot. I did some quick numbers on recruiting rankings from 2010 - 2016 from D1 Wrestling and here's what I found.

Using a simple formula for individual recruits ranked 1 - 20 given a score of 20 - 1 I got this:

School.........Score....Top 20......Top 10.....Top 5.....Recruits
Penn State...223............13.............13...........10.......1,1,2,2,3,3,3,4,5,5,7,8,10
Ohio State...168............12.............11.............6.......1,1,1,1,2,4,6,6,7,9,10,11
Iowa.............109............11..............5..............3.......1,2,4,8,10,11,12,14,15,16,19
OkState.......103............11..............9..............4.......1,2,2,4,7,8,9,10,10,13,16

I believe the big story here is the number of Top 5's and Top 10's recruits.

Somebody who does this for a living needs to get to the bottom of this and I certainly hope OSU is staying far away from this sort of thing.

what you also need to look at is the number of out of state kids. Its a lot harder to carry several top out of state kids at a given point in time at a higher priced Univ than to have a large number of top rated in-state.
