That's the difference between government workers and industrial workers. Back when we had our oil company, we built roads all the time to get to the drilling pad site. And it had to be strong enough to handle semi-trucks, flatbed haulers, etc. Every road had to be built in 3 days, because that's when the rig would be done at its prior location and be ready to be moved to the new well site.
