FBI altered 302s from email and Russia investigations?

Why would the FBI alter 302s from the email and Russia investigations after the fact? Would that be an attempt to hide or mislead Horowitz or others who are conducting oversight? Is attempting to hide information or mislead the OIG a bad thing?
