I can't tell what you're saying. Are you saying what if Biff does or doesn't pardon Manafort? A pardon would look so bad I don't think it's an option for the reasons you stated. He's setting it up though, e.g. Jack Johnson pardon, and a couple others (Dinesh?) to try and legitimize that move eventually.
I'd bet Manafort has a pardon in his back pocket, but he has to fight like hell and keep his mouth shut first. At least, that sounds like a Biff move.

Not sure if its shady, but I wonder why it took 5 years to figure out that maybe the DOJ should look into any US involvement in the Ukraine issue. But maybe that's what Obama meant about being 'flexible' with Putin.
