You're both right. Imagine if Puting showed up during midterms with a half-million crazed protesters shutting down DC. It would be a huge embarrassment to both Trump and Putin. Biff is leading the world with embarrassing public blunders. Putin turned around and invited Biff if preconditions were met.
Biff had it in his head that he and Putin would watch a grand military parade in honor of Biff.
Luckily anyone with a brain that makes their decisions based on facts and that trump is tough on Russia would chalk up the protestors to media Manchurian candidates.
