"Job creation ended 2018 on a powerful note, with nonfarm payrolls surging by 312,000 in December though the unemployment rate rose to 3.9 percent.

"The jobless rate, which was last higher in June, rose for the right reason as 419,000 new workers entered the workforce and the labor force participation rate increased to 63.1 percent. The participation level was up 0.2 percentage points from November and 0.4 percentage points compared with a year earlier."

How is this relevant to the statement made. Yes, Obama got 300K growth 9 times. Congrats. He did it in a market that was artificially propped up (for way too long) with 0% interest rates.
Artificially held back by the impossibility of achieving negative interest rates.

When you look at job growth in a rolling window of 3, 6, and 12 months (to smooth the trends), Obama's best years were '14 and '15. Job growth trends downward in all 3 windows from a high around ~Dec 2014. The trend windows reversed around Sept 2017, with job growth growing.
