It's actually a win/win. China does whatever the f*** they want, and the ObamaShalama administration can say they did "something" and prove it with numbers.
They proved during the gun control crisis following Sandy Hook that neither the topic nor the actual solution matters, so long as they can gain political traction by appearing to have at least tried to do "something."
