Does it define war? Last I checked that's the real issue. You just call Korea or Vietnam a 'conflict' and then do as you see fit. The other side to that is that the law needs to enforce congress to vote on the war resolutions when proposed. None of this abstaining crap or tabling for future considerations. Congress has made a habit recently of avoiding making any votes that might be unpopular or be held against them.
