There is an easier answer for Republicans. Start passing simplier legislation. Don't have the same bill that requires an ID to vote include consolidating or reducing drop boxes. Put that in a separate bill. That way you can force the conversation onto individual topics. Omnibus bills simply allow for the implementation of nefarious agendas without real debate of the benefits or negatives of those smaller, yet potentially more impactful, rules.
