I doubt the trial balloon theory. I can see some numbnut writing it up and getting an ass chewing over the idea though.

Having worked in the military for many years I can say with a reasonable amount of confidence that this probably is legit, but that is only because in something like this, they put all options on the table, that does not mean it being seriously considered, just that it is an option, so there is a good chance both sides of this are correct, it is a real document, but it probably isn't an option with much chance of being implemented
Good grief, I bet memos are written all the time with contingency plans for lots of different situations. Doesn't mean a damn thing until they are acted on.
If they are leaked then the press and those that want to make the administration look bad will jump on them even if they will never be implemented. Considering that you specifically quoted me what was I supposed to think? I'll never know the truth of if you are trolling or just rustled, doesn't matter really. And although I've often taken you to be condescending in nature and even completely dismissive of others as if you assume yourself to be the smartest guy in the room, I've always valued the rational you've shown over the years. In fact, even though you've irritated me with your style you have been able to get me to re-evaluate many stances. It's a shame to see that completely gone, at least I perceive it to be gone.
It was reported as if it was going to happen by the AP. They had no corroboration that this was going to happen, they got the memo, which might even be a fake memo, and they went with the story because they thought it would put the Trump administration in a bad light. That's fake news.
Personally if the memo was distributed to limited people to see who was leaking I find that brilliant.
