That's not what MOE is. Margin of Error is the amount of possible error in a poll. It doesn't eliminate a lead that's 1-3 points. It simply becomes a qualifier that's added to the lead. A MOE of +/-3 means the lead could be less by up to 3 points, or more by up to 3 points.
